对涉嫌用于实施网络违法犯罪活动的相关卡、号、线路，公安机关可以要求有关服务提供者停止提供服务。对被害人报案，申请资金紧急止付的，公安机关可以按照国家有关规定，作出紧急止付、快速冻结、资金返还等决定，金融服务提供者应当予以配合。
